Brigadier General MARLY graduated as an engineer from Ecole Polytechnique and ENSTA Paris Tech (Ecole Nationale Superieure des Techniques Avancées) She enrolled in 1995 and was deployed in Kosovo in 1999 to be part of the Civil-Military Operations unit. She joined the French defence procurement agency, DGA, in 2000 and was first assigned in the technical branch to deal with non-lethal weapons. She later joined DGA’s Resource and Management directorate, to improve the recruitment quality of military engineers. In 2006 she was posted in the centre of France (administrative area: Région Centre), where she oversaw the territorial restructuration that followed the closure of industrial sites or military units (regiments, air base, etc..).

She contributed to the transformation of several military sites into new economic activities. She was then posted as an executive director in the Commerce and Industry Chamber in the Région Centre, to promote and support industry and businesses. She was assigned to the Strategic Division of DGA in 2016 as section head for the electronic industry in the Directorate of industrial affairs. In 2018 she joined NATO for her first assignment in the Organisation.
