Kaja Kallas

Kaja Kallas is the Head of the European Defence Agency, in her role as High Representative of the Union for Foreign Affairs & Security Policy/Vice-President of the European Commission. In office since 1 December 2024, she leads the Agency’s Steering Board. HR/VP Kallas also leads the European External Action Service (EEAS) and chairs meetings of EU foreign ministers.

Prior to becoming HR/VP and Head of EDA, she served as the prime minister of Estonia from 2021 to 2024, making history as the first woman to hold this position in the country.

HR/VP Kallas has been the leader of the Estonian Reform Party since April 2018. From 2011 to 2014, she was a member of her country’s parliament and also served as chair of its Economic Affairs Committee. She was again a member of parliament from 2019 to 2021.
